📌 Objective
The Prime Ministerial Decree of 17 April 2025, registered with the Court of Auditors on 30 May 2025, establishes a non-repayable loan aimed at structurally supporting the publishing sector. €82 million is available through the Single Fund for pluralism and digital innovation in information and publishing.
🔍 Distribution of resources (€82 million)
– €10 million for contributions to newsstands
– €3 million for non-exclusive points of sale
– €4 million to support newspaper and periodical distribution companies
– €65 million for newspaper and periodical publishing companies, based on copies sold in 2023

– Exclusive newsstands
– Non-exclusive points of sale (de minimis regime)
– Publishing distribution companies
– Newspaper and periodical publishing companies

⏱ Timeframe and methods
– Measures for newsstands and points of sale: implementing provisions within 45 days
– Measures for distributors and publishing companies: notification and EU authorization, decree within 45 days of EU approval

– Contribution of up to €4,000 for exclusive newsstands
– Coverage of 60% of expenses incurred in 2024 (IMU, TASI, TARI, rents, utilities, digitalization)
